EMTEL activities in ETSI

EMTEL related standardization work takes place across ETSI’s technical committees, projects and partnership projects. Emergency telecommunications have always been part of overall telecommunication services. Over the past years, EMTEL activities in ETSI have been covered by:

  • 3GPP: Priority services and Location services for GSM and W-CDMA systems.
  • TC ATTM: Requirements for the implementation of EMTEL features in terminals for the 'smart' home.
  • JTC Broadcast: Digital Audio Broadcasting (DAB) and Digital Video Broadcasting (DVB) standards define features associated with emergency announcements.
  • TC DECT: Call procedure for DECT devices.
  • TC ERM: Radio equipment, spectrum and compatibility.
  • Project MESA (closed): Mobile broadband communications for public safety applications.
  • TC RRS: Reconfigurable Radio Systems.
  • EP SCP: 'Smart cards' for mobile telecommunications.
  • TC SES: Satellite communications; equipment for terrestrial and maritime coverage.
  • TC TETRA: Mobile narrowband and wideband communications for public safety applications.
  • TC TISPAN (closed): EMTEL specific architecture and protocol description for VoIP and multimedia networks.

With the creation of OCG EMTEL, the Operational Co-ordination Group's ad-hoc group on Emergency Telecommunications, more areas have been addressed across the ETSI Technical Bodies. In February 2005 the ETSI Board approved the change of status from OCG EMTEL to Special Committee (SC) EMTEL.

The EMTEL group has been created to prevent the overlapping of EMTEL related activities within the ETSI Technical Organization and to ensure the consistency of the work. SC EMTEL also liaises with other technical bodies in other standards developing organizations, the European Commission, and other organizations related to EMTEL. It creates an opportunity for administrations, industry and users to network at meetings and workshops, or via electronic working.
